TEHDAS2 project Launches Public Consultation on Health Data Guidelines

The TEHDAS2 project has launched a public consultation aimed to refine guidelines and technical specifications to facilitate the secondary use of health data across Europe, in alignment with the European Health Data Space (EHDS).

The TEHDAS2 project

The TEHDAS2 (Towards the European Health Data Space) joint action is a collaborative EU-funded initiative involving 29 countries, coordinated by the Front page - Sitra. It builds on the work of previous TEHDAS and other European projects to support the European Commission to build a European Health Data Space (EHDS). Its primary objective is to develop concrete guidelines and technical specifications to facilitate the cross-border secondary use of health data under the EHDS. By harmonising procedures and standards, TEHDAS2 aims to enable secure, ethical, and efficient access to health data for research, innovation, policymaking, and regulation, thereby enhancing healthcare outcomes across Europe.

The public consultation

The TEHDAS2 public consultation, running from September 30 to November 30, 2025, invites stakeholders to provide feedback on 11 draft guidelines and technical specifications. These documents aim to support the implementation of the EHDS, focusing on aspects such as data access procedures, secure processing environments, and citizens' rights.

The draft reports compiled by the work packages are now open for a public consultation, allowing stakeholders to provide input to the TEHDAS2 work in a coherent way and to ensure that the documents meet the needs of all stakeholders. The consultation focuses on eleven draft documents that address various aspects of data access, reuse, and governance. These documents cover topics such as fees, penalties, data minimization, secure processing environments, and the procedures for data access and opt-out implementations. Stakeholders—including citizens, health professionals, authorities, and regulators—are encouraged to review these drafts and provide feedback through dedicated surveys available on the TEHDAS2 website.

Once the consultation has been completed, the results will be analysed, and comments taken into account to finalise the work. The final deliverable will undergo another internal acceptance process before publishing.
